Strategic Bilateral Meeting

On May 27, 2025, Indonesia’s Deputy Minister of Communication and Digital, Angga Raka Prabowo, met with US Ambassador Steve Lang in Jakarta. This high-level dialogue marks a new phase in Indonesia-US technology collaboration, focusing on digital infrastructure and cyber resilience.

Expanding Digital Connectivity

The main agenda centered on international digital connectivity, highlighting the critical role of Submarine Cable Communication Systems (SKKL) and satellite technology. These components are considered strategic to connect Indonesia directly to global data centers, reduce latency, and boost national data sovereignty. Indonesia also seeks to attract US investment in local data centers, designating them as strategic industries and granting fiscal incentives.

Cybersecurity and Data Sovereignty

Both parties agreed to strengthen cybersecurity, recognizing the increasing complexity of cross-border threats. The US will support Indonesia in building advanced cyber defenses, training digital talent, and developing a robust regulatory framework for personal data protection. Ensuring that key data remains stored onshore is a priority, in line with Indonesia’s new Personal Data Protection Law.

Concrete Steps Forward

A joint working group will be established to map out priority projects and outline a clear roadmap. The collaboration is expected to involve not only governments but also the private sector and academic experts from both nations, enhancing technology transfer and market access.

Challenges and Opportunities

Indonesia faces challenges including massive capital requirements, energy efficiency, and human resource development. The US is seen as a key partner to help bridge these gaps through direct investment, regulatory support, and capacity building, while minimizing risks of foreign dependency by enforcing local audits and strict compliance.

With this deepening alliance, Indonesia is poised to emerge as a digital hub in Southeast Asia, advancing towards a resilient, inclusive, and sovereign digital ecosystem. This partnership highlights a shared commitment to shaping a secure, advanced, and interconnected digital future for both nations.
